Update Packer build #449

Make sure scripts in /install are executable in Packer build process

Upgrade to Ubuntu 20.04.4 iso

I checked with azure. Works fine :+1: , i dont see any reason why this would behave any different for the other images. You propably check them anyways, within the next image build for the website. So i skip the other images for now. :taco: Btw. the build was 6min faster. No idea if this is because of the upgrade or some sort of caching happening.
