[opentelemetry-collector] PoC to process logs

Evaluate the OTel collector for receiving/collecting/parsing logs.

Acceptance criteria:

• [x] Send logs from fluentbit to OTel collector using the outbound plugin
• [x] Collect logs using the OTel Filelog Receiver
• [x] Parse and filter logs
• [x] Basic OTel collector configuration
