[opentelemetry-operator] add charts as prep for plugin #156

Description

This PR works as a preparation for the OpenTelemetry Greenhouse plugin. As a work-in-progress state the values will be partially overwritten. The plugin.yaml will be added in a later PR.

This PR contains:

Charts to deploy for a basic OpenTelemetry Setup
Custom Resource Definition (CRD) for OpAMP, Instrumentation and Collector
Implementation for OpenTelemetry Collector and Filelog Receiver
Configuration for exporting to OpenSearch
