[FEAT] Validate Plugin on PR via GH action #5

Plugins (plugin.yaml) in this repository are deployed to Greenhouse clusters via the pipeline, which surfaces potential errors quite late in the diff/deploy jobs.

TODO:

Opening a PR should trigger validation of the plugin.
Validation
- against CRD schema and sanity check. Extend exsting command
- validate of chart available (webhook?)
- chart testing: https://github.com/helm/chart-testing-action
