Create the foundation for all other tickets in this epic. This foundation will be used to allow many follow up PRs for each iteration of this new site design

Merging as is now. Many improvements still need to be made. Merging this rough draft to start an iterative approach and keep PRs smaller. This PR is already too large to review in GitHub
