Some dependency upgrades #407

Going through some housekeeping.

Some of the possible dependency upgrades to start. Notes:

Not akka-http 10.2, as we should probably wait for akka-grpc 1.1 to support it.
Keep protobuf and scalapb dependencies aligned with akka-grpc.
Still to try persistence backend upgrades, as expect these could affect native-image builds.

Akka 2.6.8 upgrade failed with https://github.com/akka/akka/issues/29484, with pull request to address this: https://github.com/akka/akka/pull/29485

Rebased on the native image smoke tests to make sure they're passing too. These simple version updates could be merged, and I can follow up with others, like persistence backends.
