Follow up for automated releases for proxy, which hasn't been used yet. Projects that have docker images have javadoc publishing disabled for some reason. This re-enables for the proxy projects, as javadocs are a requirement for syncing to maven central. I've manually published these javadoc jars for a release that's already run, and checked the maven central sync manually. Making it good for the next automated release.
