Add port 80 to 443 redirection on the Application Load balancer #11

There's only port 443 listener on the ALB. It'll be good to have port 80 listener as well which will redirect all requests to 443 and thus the user doesn't have to remind themselves to use https:// when reaching out to the console domain name
