Many users aren't aware of the features of the relaxed policy. Could the block screen be customized? Maybe a popup in the app itself?

It'd be nice if we could just have an "enable relaxed policy" button on the block page. This, however, would require a server setup on localhost.

Proposed fixes: 1) Add a note in 1.6.x when a site is in the relaxed policy. 2) Add an "enable relaxed policy" button to block page in 1.7.x

Is adding a self-hosted server for filter interaction desirable?
