en:

use github offical linux CI runner which will not have the issue of GFW and download go cache quickly
Change graceful shutdown check interval for all tests, make every single test function shutdown quickly
Remove/Reduce all time.Sleep duration
Fixed some unstable tests logic
Force set test timeout for 2 minutes to avoid anyone else making it slow again zh(optional):
