r11349 introduced an enhanced collisional rate for the highest n iso levels with a charge dependence that accounted for the dependence of the radiative lifetime of the highest level on the charge. This is motivated by the physics that brings the higher levels into LTE with the continuum - collisional ionization / three-body recombination must dominate over other terms.
The change caused energy conservation problems in auto / blr_n13_p22_Z20.out and slow / feii_blr_n13_p22_Z20.out - apparently the collisional coupling of the highest level is not fully self-consistent. Undone in r11364
