native-proposal: update react-native-vector-icons version #28

We are currently using 4.5.0 of react-native-vector-icons while the latest version is 5.0.0 which has more icons/fonts.

Here are the latest fonts in 5.0.0 screenshot from 2018-08-02 10-16-20
