[WIP] Should generate a fresh package using prod-module-boilerplate, fixes #2 #3

TODO:

[x] Add template
[x] Replace values with placeholders
[x] Add temporary defaults (will be removed when proper prompt config is in place)
[x] Add testing infrastructure and tests for lib utils
[x] Add CircleCI config
[ ] Add compilation step for npm publishing (babel-node is a temporary solution and relies on babel-node being globally installed)
[ ] Fill scheme with all variables

What about a basic README.md and docs/contributing.md?

I thought they are specific to pro-module-boilerplate.

The part of contributing that was specific to prod-module-boilerplate was in the README. The rest of the contributing doc should be a template. There are lots of bits in the main README that are really specific to prod-module-boilerplate.

There's also a guide about release naming that's broadly useful. =)
