Why can't Middle East users download the application on the Android

Please answer the questions about build version and network, will save
developers a lot of time !

What steps will reproduce the problem?
1.Users from MENA cannot download app on Android

What is the expected output? What do you see instead?
I get that the app cannot be downloaded for my phone.

What version of the android, in Settings -> About phone -> Build number 
(Gigerbread JPKG2)
.

Is the phone using WiFi or mobile network when problem occurs ? If Wifi,
are you behind a firewall that blocks outgoing connections ?

Can you open "Gmail" application ? Do you see new messages without hitting
'refresh' ?

Can you open "Talk" application ? Do you see incoming chats ?

Please provide any additional information below.

When you upload the app to the Market, simply allow all countries to use it.

When posting the app to the Market, someone has identified that the app is 
valid for a limited region.  Can't see why?
