[naf2folia] Implement constituency tree conversion #12

If there are plans on the NAF side to revise this and convert the old structure to whatever new structure is devised, then this conversion should best be postponed until that has been done.

Since it's been a while, have there indeed been developments regarding constituency representation on the NAF side in the meantime? (not a priority though)
