Define an API for the control of the arm through the simulation #27

Right now, the arm only take a joy topic as the input send from a Xbox controller.

It would be necessary to add topics or services to allow for controlling the arm completely. So there needs to have inputs for :

[x] Sending joint control command
[ ] Sending Cartesian control command
[x] Selecting joint to control
[ ] Degree of Hand clamp
