Update and re-enable ChEBI entries #31

This PR adds the latest ChEBI names and synonyms and enables them again (they were removed due to requirements of an old evaluation). ChEBI has many name/synonym entries that are technically valid but not something one ever encounters in text, which are filtered out here, as are very short (1 character) and very long (>50 characters) entries. All REACH tests appear to be passing.

I spoke too soon and missed the obvious that some changes need to be made in Reach to activate Chebi before we can test its effect.
