Generate port per app #29

The first time url is called for in the configuration file and is missing:

generate a port
save appname => port hash into data directory (use File::HomeDir)

Next time if still no url:

load port from appname => port hash in data directory

that way you get a unique(ish) port, and the client and server are in sync.
