If bucket map changes, keep the "old" bucket map and use it is the first choice for fallback requests.
(Everything works if you don't have it, and I doubt it would really meaningfully affect performance, but it just seems like that would be nice.)
Never mind -- I think the redirects are so fast this wouldn't really be worth it.
