CitC should set up a (non-sudo) user account #21

It would be nice if CitC also sets up a proper user account (other than the citc management user), so the cluster is fully ready to go.

Submitting jobs with the citc user works, but the job outputs are nowhere to be found because /home/citc is not on the shared NFS filesystem...

There should probably also be a bit fat warning when logging in with the citc user about that, so people don't accidentally use this account for submitting jobs.
