Reduce the memory size of all of the Oracle shapes by 2000. #75

I am hoping this will be enough to account for the reduced memory availability now reported by these nodes.

It would be good to be able to create the shapes file programatically from the cloud API, although I know that this isn't something that cloud providers currently support.

We will in future be able to use https://docs.oracle.com/en-us/iaas/api/#/en/iaas/20160918/Shape/ to do this in python-citc.
