[BUG]: CLI in start mode `none` doesn't create an ingress service. #658

Describe the bug When using the deployment with start mode none it doesn't create 1) The ingress service 2) The clusterlink-system namespace.

To Reproduce Run the command deploy peer with the flag --start none If possible, please confirm:

[x] This is something I can debug and identify the location where the problem exists
[x] If the bug is confirmed, I would be willing to submit a PR. Bug fixes and documentation fixes are welcome.
