try to get github pages to work once public

the main foam page seems to come from the docs folder on the repo

Followed this foam template: https://github.com/Jackiexiao/foam-mkdocs-template#deploy-locally but upgrading material and tweaking navigation and colors via:

it uses python mkdocs serve in a venv, but pretty inoffensive compared to jekyll. just need to get deployment setup after this. looks good locally now after https://github.com/clux/campaign/commit/f3148742d882232650be06462f22dc9d7f81e85d

possible we could have avoided moving everything into docs folder (since it's not used for pages - needs build step)...
