Add setup.py #2

Thanks for adding this Sasha. Definitely something I should have included long ago. Before I merge it in, could you add version numbers to the requires field? Looks like it should be numpy>=1.8.0, scipy>=0.11.0.

At some point I'll get around to adding this to pypi and updating the associated installation documentation. Let me know if that's something that'd be useful for you and I'll make it a higher priority.

Sorry that this has languished for so long. I finally got around to adding a setup.py and putting it on PyPI, so I'm closing this PR.
