Support reading dhparams from file #19

In order to minimize startup time, introduce a new parameter to the bind config statement specifying a file to read the dhparameters from.

Implemented in 61637249ba5a2d40d6ca5ddf5664de981520106d but seems to segfault within gnutls' base64 decoding functions. Also, the docs need to be updated.
