_EXECUTABLE_TARGETS dict of basis.py is empty #483

The basis.py.in module is not correctly configured.

This is only the case for the basis/basis.py module of the BASIS project itself. It seems to be related to when the BASIS Utilities are being configured and that the Python BASIS Utilities are used by the BASIS tests.

This issue was caused by the just recent change (08fcdf393d8e81c452cff64620e67446270ba3db) where I renamed CONFIG_FILE to CONFIG_FILES without updating the configure_script.cmake.in template!
