🐛 [Bug Report] [Mage/Hunter/Others?] Procs with 2 charges only get 1 use #2953

Bug Details

Fingers of Frost (https://wotlkdb.com/?spell=44545) is supposed to provide 2 charges, but the buff is being consumed by a single frostbolt.

Steps to Reproduce

  1. Proc Fingers of Frost
  2. Cast Frostbolt

Expected behavior

Should be able to cast a second frostbolt with Fingers of Frost effect

Can reproduce on latest core.

Another update on this, appears to affect similar abilities on other classes as well. We noticed it on hunters Lock and Load ability (https://wotlkdb.com/?spell=56342) as well, should have 2 charges but both are consumed by the first use

Fingers of frost is special, but ill check both.

I pushed a fix for fingers of frost. However, I could not reproduce Lock and Load problem, and I will need extra steps on how to reproduce. FoF commit linked in issue
