🚀 [Feature Request] Mobs rotate in place

Feature Details

There are many cases and mobs that they don;t do random movemnt but instead random rotate in place, or specific angle rotate.

So we have:

1. Random rotate in place
2. Rotate to specific angle
3. Random move and rotate, the system choose arbitrary wheter to rotate or move randomly

All mobs in stockades, exception those iwth static spawn point (wich are a few) do not use this system, in rest all mobs should have this implemented
