Regarding facing issue - you'll see that probably in many places..(everywhere where command 3 - move to is used) .. We know about it (its related to recent core changes).. and it req 1 global fix.. and all should go back to normal...

Than is that normal? To walk fast and not run?
it is correct - verified with sniffs...
blizzard made startzone npcs slow for easier start and in some cases where speedwalk > speedrun this is what happens.
might even be that their speed was "nerfed" at some point, same as they also changed factions to neutral for alot of mobs in starter area in warth i think.

about the paladin mount bug, what I saw is that when u learn warhorse u only learn warhorse and the apprentice ridding not. Should paladins learn apprentice riding with summon warhorse? or receive it with that spell learned? This would solve the problem I
I added kids in eastvale camp on the list, but I found that they dissapeared ... I believe they are allready scripted

[ ] As Paladin if you learn from riding trainer FIRST the skill to ride horse, u will not be able to learn Summon Warhorse from Paladin Trainer after. U should be able:
