Charm workload status should be active only when gogs service is available #5

Currently, the status is set to active after a correct deployment but even if the gogs service is down. We expect the status to reflect the real state of the gogs service.

The natural solution would be the use of the update-status hook. However the 5 minutes interval between 2 checks is too long to be enough reliable.

@eviweb Understood. It would be nice to be able to originate status asynchronously from outside the update-status loop, but this currently isn't possible.
