Add a write_ini if not present #159

In order to reproduce the same result using both the fortran native executable and python would be nice to have a write_ini as you have a read_ini should be quite easy to implement it. I can help.

Thanks, PRs welcome. Would need a bit of care with multiple massive neutrino models etc.
