Use docker #25

Use docker for deployment, development and testing. Mirror as much as possible from HOPE.

@cbaakman I'm not sure how far this is now. I believe the container has all the software but it hasn't been well tested. You need to run the container locally and test it to see if it works. Chat with Joanna if you need help, but if you get really stuck feel free to leave it.
