Merge 'DTCs' branch into 'develop' #6

Contains implementation of service 0x14 and 0x19 sub-functions to interface with the DHM's DTCs.

Service 0x19 sub-functions 0x4 and 0x6 and Service 0x85 will be added in a future update.
