Add internationalization #43

The test version of ciclomapa is already supporting cities outside Brazil, let's add support for internationalization?

I have experience doing it with react-intl and I can try to implement it. As we don't have many views, I believe it will be simple.

That would be awesome @willemarcel ! I've recently used i18next in another project and liked it very much, but I've no strong opinion about either of them, whatever you like best :)

Oh, by the way, that international version is probably not coming live any time soon... it'd need lots of fixes and refinements, and it's not been a strategic feature for the product right now. But having the website available at least in English could definitely help bring global awareness to our initiative and show the world Brazil has been doing great advances in open data collaboration!
