Fix 2846

Fix #2846; errors when git/svn/hg not installed.

Also fixes:

• Error when HEAD is not available in a git repo, e.g. in a corrupt repo.
• Global Lua namespace pollution (global vars that should be local).
• Remove unused function.
• Clean luacheck warnings.
