I decided to get rid of the "dev" environment and instructions. If we want to have certain packages from our own forks such as mbuild or foyer, we can just pip install them and they will replace any packages installed via conda. This way, we know all of the dependencies are installed and we don't have to try to keep track of them ourselves, which is basically what the dev environment was doing (and already causing problems).
Also added some basic usage instructions to the README
