Add gAperture flag for SExtractor "aper" radii #69

This is a reallly useful feature that shouldn't be hard to implement (just a look-up table), so let's assign this to v1.20 build. We'll need to be sure to update the --help documentaiton in argparse, as well as the manuals...

The lookup function itself exists as aper2deg() in galextools.py. It still needs to be integrated at the command line, though.
