Add google issue about the locales languages and `hy` locale #32

There is currently an issue regarding the DateTimeFormat in Chrome browser that affect around 20 languages. As the plan is to make a presentation Armenia, it will make sense to note that chrome currently has a problem with showing correct dateformat for Armenian locale.
