DCPP: Update objectives #23

DCPP have requested that their objectives be re-worded as follows:

Hindcasts: To assess the decadal predictability and forecast skill of forced and internally generated climate Forecasts: To provide quasi-operational decadal predictions and to evaluate their utility for climate services and other applications Mechanisms and case studies: To determine the origin, mechanisms and predictability of long timescale variations including the "hiatus" and similar variations of both signs Volcanoes: To determine the effect of volcanoes on decadal variability, predictability and skill

OK ... but I'll get in touch with them about "Mechanisms and case studies": the "hiatus" is not a long timescale variation in the CMIP context ...

Doug Smith suggested "To determine the origin, mechanisms and predictability of decadal timescale climate variations". Implemented for 01.00.06
