Duplicate requestVar records #92

Version 01.00.29 has a number of redundant request var records, with identical vid and vgid.

In a small number of cases these carry different priorities, indicating and different origins .. indicating that two sources have had different preferred priorities.

Preserving the highest priority keeps the natural interpretation.

Fixed in 01.00.31beta ... preserving highest priority.
