Spectral bands #10

There are a number of variables requested in spectral bands ( aerasymbnd, aeroptbnd, aerssabnd, solbnd ), but the CF convention doe not provide a convenient way of representing the bounds (the boundsattribute can only be used for boundaries of contiguous bands).
