The units string "1e3 km3" is accepted by Udunits2, but is not a valid CF units string. It is, however, accepted by cf-units and the cf-checker, and hence this problem was not spotted until late in the process. See https://github.com/cmip6dr/CMIP6_DataRequest_VariableDefinitions/issues/364.
