reformat tooltips on pane 3 plot #13

The tooltips on the pane 3 plot presently have formatting issues to be fixed:

The variable name for the dynamically chosen response column is not aliased and shows the raw column name
Party value is displayed twice, as first and last variable

These two issues have been fixed by using a text aesthetic within the aes() call for the main plot, which is then set as a custom tooltip in ggplotly(). The variable names are not shown in the current formatting, just the values.
