add highlighting to donut plot in pane 2 #8

Currently there is a tooltip that appears on mouseover when the user interacts with the donut plot, but the wedge of the plot that is moused-over is not highlighted in any way. This can be accomplished using custom CSS with opts_hover() in ggiraph.
