The cleanup action doesn't work on Windows #100

Describe the bug Using the cleanup action in a Config File executing on a local Windows machine doesn't remove any files.

Expected behavior The cleanup action should work on Windows just like it does for Linux and MacOS.

The problem, specifically, is trying to cleanup files in an "empty" working directory. The problem can be replicated on MacOS as well.
