Cannot get a monument by buying dev cards #10

I have gotten 8 soldier cards in a row and there are no more monopoly, road building or year of plenty cards, so I find these odds impossible

There may be some truth to this. I created a cheater game and game myself 30 of all resources. I bought 20 consecutive dev cards and none of them were monuments. However, around that time the server got super laggy and unresponsive. To everything, I couldn't even log in through swagger.
