New script for converting JSON dumpstat to Twiki format #94

This is a new version of the script for generating and filling out information in Twiki tables about the consumption of conditions. Works according to the same algorithm, but is adapted to work with JSON

There is a new [PR] (https://github.com/cms-sw/cmssw/pull/43374) that changes process.GlobalTag.DumpStat to generate files for AlCaCondJSONtoTwiki.py.

Thank you @PonIlya for taking care of this! Let converge first with https://github.com/cms-sw/cmssw/pull/43374, and then we'll move to this script fed by the outputs provided by that PR
