This is the same as the closed PR #96 , but after rebasing to test CI. All comments on this PR are in #96 , so these should be addressed before we merge.

Will make new commits to update PR tomorrow.

@skinnari can you please take over reviewing this, in particular checking if the comments made in https://github.com/cms-L1TK/cmssw/pull/96 have been implemented to avoid code duplication etc.? I don't have time to review both this & Thomas's PRs ...
