iterated once over s/w and f/w which is now in agreement.

The DR does reduce the "max tracking efficiency" by 1.5% https://gitlab.cern.ch/cms-l1tk/cmssw_CI/-/jobs/28329611 . I believe it is now using the seed stubs. So any guess where the efficiency is going?
