[backport] Moved ntuple python to cfi file #261

PR description:

Backport of https://github.com/cms-L1TK/cmssw/pull/260 to this "old" branch, which is still being used by the Future Software emulation. Needed by this merge request for the Future Software emulation.

If someone can review my Future SW PR, we can migrate the Future SW to CMSSW 13 ...

I could review that, sure, still we'll have to backport #260 to 13_X

closed since Future SW was moved to CMSSW_13_3_0_pre2 in the meantime. Analogous PR to that dev branch is created, https://github.com/cms-L1TK/cmssw/pull/262.
